Big Scratch on My Screen, New Digitizer work??

Hey, recently scratched my phone really bad on the screen it not that deep but it just pisses me off and looks awful now, If i was to buy a screen digitizer that sell on ebay for like $25 and install it myself would this work like is the digitizer the layer we touch?.

Also would a new digitizer make my touch response a little better?

Finally is there any difference in digitizers from china to the ones in US quality wise etc??

Also to add on if i do change the screen(digitizer) is there anyway if i needed it fixed under warranty down the track they could find out?
