If you look at the images it aparently shows Windows 3.1 and 98.

All the device is doing is emulating 3.1 it is not acting as the phones OS.

This has been available for the PocketPC for a long time but yhy would you want to run and ancient version of Windows on your device?

because the windows application won't run on our os so.

dunno, if you really want to run apps for win3.1 or so, install it on a pretty recent PC, it'll be the fastest OS you've ever used.

sure having it on your phone is the ultimate geeky wet dream, but usefull?
