If you head to Settings > Personal tab > Vibration > Call Alert tab, you'll see the description as "Set the type and degree of rhythmic vibration on manner mode". For those lacking general cell phone vocabulary, manner mode means silent+vibration (i.e Vibrate mode). And when set on Vibrate mode, the rhythmic vibration works fine here. But I agree on this point; if it did work along with the ringtone, it would be better than that continuous vibration.
