System permissions issue.

I am trying to install the GC java pack version 1.2.6. It says cannot complete because of insufficient system permissions. Anyone know how to fix this? I also just flashed a new ROM. Could that becausing it? Thanks

It likely is the flashed ROM. Quite a few of us with flashed ROMs were having the same issue installing TCPMP Phenom. Nobody seems to know how to fix it.
