It takes awhile to make sure that it will work correctly with all of the different hardware and software options.

Yo bro...:D Yeap...we will hit WM7 before they do :D WM6.1 is at 21046 i think, WM6.5 at 21812 (for now). OEM releases will always be lower builds...as explained by BlazingWolf... Even when i buy my next phone (HTC Firestone), i will be cooking up latest ROM, build, everything...we will always have better to offer the phone than when the phone comes out from the shops. This is why we cook ROMs, this why people flash them ;)
