Yes you could.. on the CC20 it was in the phone settings, before that there was a reg edit..

Settings - Personal - Phone - Settings - Keypad Lock - Select time delay, or turn it off. Click okay, done.

Just a correction.

On the stock original rom for the i910, it was not a regedit, but an actual hex edit of the dialer.
