Adding autorun cab file to an existing rom

I have no experience in cooking custom roms, I found a good rom that suit my needs and I wanted to ask how can I add a cab file to be automatically installed on first use of the phone after uploading this rom or after a hard reset. This is important for me because it's my local language support file.
