can it possible to test a new rom before flashing

as I said..maybe it is stupid question, but I dont know how I can making a new ROM. so someone who knows making rom can answer quickly my question..

maybe there is way to test new rom on the pc using emulator..

maybe there is a chance to test any rom without flashing to phone..

I asked because I am using emulator before installing any application to phone..

first I test on the emulator, then I install to phone..but I dont have any chance for rom flashing..

additionally you loose all of your data on the phone, though you have backup capability..it is boring process to install your backup..

emulators use .bin files,, if you change that bin file, emulator appearency will change.

so I think tere may way to convert your rom files to bin file...

I hope that I could explain my question..
