your question is much much too broad, different programs have different ways to change skins.

The easiest way to change dialer skins is to have the samsung skin enabled instead of the winmo default skin.

The easiest way to enable the samsung skin is to use a program called "advanced config" find a cab for it, install, open and go to the PHONE section, first option is phone skin, enable and restart.

After this it is as easy as installing a cab file of the skin you want made by one of the great skinners on the forums like techmaster and restarting and viola, it should appear.
