if you can read Arabic in general, go to www.ce4arab.com (no ad meant here). it's an arabic forum where you can find Arabizer for all WinMo devices to read Arabic characters.

dear N M S, thanks for the reply,i did arbizer and it change all my window and every thing to arabic,and the problum here is that i want only a patch are some thing like that to become able to read arabic or urdu text.i dont want to completly change my window to arabic.hope u understand,thanks.

in t he same application, if you go to setting --> system, you'll see a new icon for Arabizer. in there you'll see an option to disable Arabic interface (i.e. keep only Arabic encoding).

In programmes you will have an new file named arabizer where you find sttings that you can change system language to original without touching the other sttings but for every restart you must replay this work
