Is it possible to add a keyboard language?

Is it possible to add a keyboard language to a MoDaCo 2.3? I would like to have English and Brazilian Portuguese as my keyboard options

(I currently have it set to the Belgium locale in English (DE, NL, FR, EN keyboards))

I've been trying to figure out how to use Custom Locale, but I don't quite get how to use it. I can change it to another locale, but I can't quite get it how to make my own.

Take a look at AnuSoftKeyboard - its available on Market.

They have most languages and locales.
