sms and calls limiter after you exceed your monthly plan

Is there an app for wm that will allow me to limit the number of sms and cumulative duration of calls that i can make during one month? all in order to avoid huuugeeee monthly bills due to exceeded sms and minutes not included in my monthly plan :)
