Start menu .exe

In the old builds of windows mobile start.exe would launch the start menu. Does anyone know what will do this in the latter 6.4 builds? Also does anyone know if you might be able to use this with a shortcut, and peramiters (IE so you could open the start menu within a certain subfolder of the start menu.)
