Automatically updating/running software no longer runs

I've tried a dozen or so different roms all with the same results. I'm currently running Evidence' lovely Built to Last rom. I'm pretty sure it isn't an issue with the roms because it happens no matter what I run.

Software that is supposed to update automatically, such as Titanium's weather program, the weather software in SPB, anything like G-Alarm and even downloading email fails to happen if the phone isn't being used. I've tried changing the power settings to not turn the device off after it's idle, removed pretty much everything I've installed outside of what is cooked in (at this point nothing but Google Maps, Opera 9.5 Beta, MobiReader, FingerKeyboard and IMSelector), etc.

The weather isn't really that big of an issue, but the email and alarms not working is a huge problem. Has anyone else run in to this? I can't figure out what could cause the settings to just not function.

Anyone? It also delays the clock changing time. If I check the phone at 7 AM, let it sit and don't activate the screen for another 30 minutes, the clock will still say 7 AM for about 30 seconds. Any idea on what could cause these delays?
