Phone won’t charge via wall plug but will via active sync

Phone won’t charge via wall plug but will via active sync has anybody else had this problem. It is very weird to me also when I turn the phone off it won’t start unless soft rest is pressed or battery is removed and reinserted.

I have tried to solve it by

Buying a new wall charger

Install a new phone and pda rom

New battery

None of these seem to work, when I plug in the charger in it says the phones charging but doesn’t via wall plug.

Any info would be greatly appreciated
