Installing external dvd drives on netbooks

I just got the HP netbook as a christmas gift. I went out and bought the liteon 24x external cd/dvd writer drive and have been having some issues in installing it. i followed thge instructions, plugged it into a pwer outlet then plugged it into one of the usb2.0 ports on my netbook. turned on the drive and it told me it was an unrecognized drive or something. I have tried using add hardware in the control panel but that is of no help. I'v been an advid Fedora user and this is my first contact with windows in a few years so maybe I'm just rusty with the OS but any help would be appreciated. Thanks.

I would check for updates, especially USB drivers.

There should not be a problem with drive not being seen correctly so it may be a manufaturer issue.
