I used to have access to extended ROM before I hard reset

I'm worried that I'm going off my head now... but I really did used to have access to the the extended rom on my phone.

I was looking to get this back after a hard reset, and not only can I not work out how to do it, but everything I do find is telling me there isn't an extended ROM to unlock!

Any suggestions?

(I've checked, it really is a Kaiser I'm using, and I'm absolutely certain I had the extended rom unlocked before because I've gota backup of what was on it, I installed all programs onto either the memory card or the extended rom in case I ever had to do the hard reset I've just done, and only the ext rom ones are missing. I also specifically remember that I always got given three suggestions as to where I might want to install things...)
