format (wipe)

when you use the wipe function on the recovery does it do a proper format of the phone ?

i`ve been having issues with roms not loading properly ie. components missing.

i can load a rom one day and seems ok and then go back to it a couple of days later after trying a couple of others and its different.

so i guess what i`m trying to find out is if there is any other way to format the phone before loading a fresh rom.

i have tried formating the memory stick as well but that seems to make no difference to the variations i`m getting.
