Is it possible to develop without Visual Studios?

Hey all, I'd like to start developing a couple of apps I have ideas for on the Omnia.

Is there a way to do it without the full Visual Studio?

I have VB.Net Express 2008 (Free), but do not have the cash to get the full VS.

Do all of the developers have VS or something else?
