Instruction For Apply Themes At Build 28***

I downloaded the theme Paul Bronowiecki Elegant Black Style and installed the rom: PDhee_i900Omnia_28217_M2D_beta1. But when I try to apply the theme, this is not bringing forth the whole. How can I do? = ( It happens on all roms.
