Notifications not vibrating

I've had the problem before where my Hero would not vibrate when I received an SMS or email even though I had not changed any of the settings. The same thing happened again today where I can hear the notification and the LED flashes but nothing else.

I'm using Handcent for SMS and have tried resetting the notification settings but to no avail. When I look in Logcat it seems that no vibrate function is called - is this correct?

If I perform a wipe then the problem is resolved but as soon as I do a nandroid restore then it comes back again. Any ideas how to cure this without having to do a wipe?
