I don't think Google is ignoring the 25% of Android users, their apps just require the newer API to work properly. That's also why Flash will require android 2.0, because the Android API requires it. It's a little unfair to suggest that they are just ignoring us, they just don't want to spend time and effort writing modifications so that it works on the older versions of Android.
