Clock Question

I am currently using Throttle Lock and Naong's SPB 3.5.3 theme. Both are amazing, but the clocks are annoying me. For starters, Throttle Lock is set on military time where as the SPB theme is not. Is there a way to change either of the two so that they match? Also, for naong's sense clock, when below double digits, the hour will read "09" instead of "9" is there a way to change this?
