I'm not taking about xda-uc because as far as i know it has to be cooked into the rom. If anyone could point me in the right direction I would appreciate it.

I rechecked the rom I was thinking of flashing and noticed it had XDA_UC cooked in. Once it is set up it lets you install what you want where you want including cabs, reg files, xml files and folders etc. You set it up on your storage card and it reinstalls itself from a shortcut on the drive and installs everything either auto or manual.
