Ringer problem- please help

I have noticed that the ringtone volume is now set by the system sound level and bizarrely not the ringer volume (eg set by clicking the left hand volume controls). Ie if my systems sound is 0 and the ring volume is 5- I still cannot hear the phone ring. But if I increase the systems sound to >0 I can hear the ring tone. It doesn't matter what ring tone I select.

Could have sworn it worked before and may have tweaked something.

Any clues?
