baked alpha 21 w/o rosie does not install original launcher

I baked an alpha 21 rom without the rosie and it did not install the original launcher in its place as described in the kitchen. the rom loaded and after the initial setup it goes to a black screen. the notification drop down works to access new emails/messages but i cannot get to my apps drawer or anything other than the menu button and options in settings. has anyone else encountered this problem?
