Having strange bootloader error?

So I unlocked my Nexus a while back and have a strange issue when I try to enter the bootloader. It lags for about 6 seconds and flashes this screen:

Then it goes back to the bootloader screen and everything seems to work normally. Does this happen with everyones phones?

I am having some strange issues, like I'm unable to flash new radios on to my phone. I'm assuming this might have something to do with it?

Any input would be greatly appreciated
