IR when charging?

It appears the phone is emmiting infra red whilst its charging(on my first charge with the phone off)

but if you point a digital camera at the phone whilst its on charge you can see a lilac dot pulsating which is IR...

so my question is what is it?

its defiantly the proximity sensor because this also happens when calling, but why its on while the phone is off and charging, I HAVE NO IDEA lol

i don't think the phone is actually off. when plugging in the charger on most phones it turns on, just not to a fully working state...
