Set CPU only going up to 576 mhz?

I have set CPU purchased and today I tried to use it for thr first time since switching from cyanogen to the desire ROM. But when I move the top slider to max (998 mhz) , the scaling frequency only stays at 576 mhz? Is this a known issue? I tried un installing and re installing, but same problem.

Ok i just noticed that the CPU governor was on userspace, whatever that means. When I set it to on demand it started working right. I think I'm gonna get rid of set CPU. I only had it to save battery when I was on cyanogen, by making the sleep/standby profile to 245/245 min and max, but now my battery life is much better anyway.
