For the notification bar, the only one is by a paid app i believe called Battery Indicator www.darshancomputing.com/android/battery_indicator As a onscreen widget there are many others free ones in the market.

Try 'Battery Indicator' from the Market, it puts the percentage in the top left corner of the notifications area... I really it and prefer it to other widgets that sit on one of your homecreens...
