Omnia phone radio issues

I recently attempted to upgrade to the new verizon dc22 update via the samsung update tool. About 60% though it failed and went into emergency upgrade mode which also failed. I tried downloading the img file and flashing with UMDL. The eboot and pda portion downloaded fine but failed when downloading the phone portion. Now I have no phone capabilites and am unable to turn the phone on through comm manager. I've tried flashing back to cf03 and hard reseting the phone. Any suggustions? Thanks.
