This seems unlikely to me..

Android is Open Sourced.. So HTC shouldn't need Google's approval.

I presume that Google Experience devices need Google's approval to carry the Google Logo, but the Hero is not a Google Experience device and doesnt carry the logo.. So I doubt the delay has much to do with Google itself.
