hi, when i had the desire, using set cpu and the custom text file it was overclocked to over 1.2, can this same setup be used seeing as we have the same processor. at least then it can idle pretty low and on demand have the extra 200mhz. . . ?

You need an overclock enabled kernel. We will have to wait for someone to make one, but once there is one it should be ok, the HD2 can also be overclocked so the snapdragon seems to have plenty of room for overclocking generally.

I know the Streak's isn't the most popular device but i'm sure there are some Devs with the know how to do it right?

Yes.

actually no. the cpu only runs at high speed when needed and scales back when not so battery shouldn be too much worse in theory

Even with CPU scaling my battery life on my overclocked HW6945 was noticeably reduced, I would expect the same here.
