Remove things such as crappy apps/unwanted services, add things such as third party themes/launchers/other apps. Intention is to try and improve free ram, usability and performance. Usually at the expense of stability.

Most of mods/ROMs Ive used increased the stability of the ROM, thanks to optimizing stuff and deleting unnecessary files, which were hanging around the system. Also mods/ROMs are usually increasing the usability of the software. That's why most users use custom ROMs instead of stock/leak
