system processes - "suspend"

when i look at the suspend item in the system processes list (using system monitor app) i see that it has a very high % usage.

currently over the last 2 hours it is 14.6% - i am using r21 mcr (8.7% over 8 hours, 6.6% over 24 hours)

has anyone seen this - the reason for asking is that sometimes i can not unlock my phone - it seems that the phone is "too busy" and then i check the system processes and see this high value.
