Disclaimer: I am not any kind of expert, but since no one else has answered, I'll make a suggestion.

First, it would be helpful to know a little more information. What version of Android is on the phone? Is it the original ROM? Did you try to do anything else except for wiping the phone? Which phone do you have (where did you buy your phone).
