I know for Android 1.5 disabling background data had a SIGNIFICANT effect on battery life. I'm not too happy with 2.1 battery life so far even with background data disabled :)

It is just a flag apps can deal vith - it it is set to false, they must not use network data transfer when they are not in the front. (Typically this is for apps that do over-the-air synchronisation - mailing apps, market, etc.) Some apps are "well-behaved", like factory Gmail client, some are not, like K-9 mail. So if you use well-behaved apps, and this flag is false, background apps dont use network, thus sparing with battery.

When turned off Barnacle would give me an error saying something like NAT error: Network is down (can't recall exact message). It turns itself back on once you turn on the screen. Pretty annoying when ur on IRC and it kicks you off for no clear reason :D Checking the option left me with a healthy Barnacle and a happy chap :)
