They said this:

Google decided that all tablets running on Android needed to meet certain criteria. That's what the hold up is right now.

if that's the case then I presume they are insisting on 2.1 as a minimum, maybe that's why Dell are pushing forward with the 2.1 testing instead of going straight to 2.2? to get the streaks out with 2.x asap

that's all sheer conjecture btw :)
