Huawei u8100 App development

Hello,

I bought a Huawei u8100 from Wind. I am trying to connect it to my Windows Vista machine so I can run an app on it. I am following the guide here:

The specific part that is not working is in section "Windows Vista: Perform a fresh installation" in here: http://developer.android.com/sdk/win-usb.html

Specifically, I can't install the windows USB drivers. When I connect the phone it is recognized as a virtual CD-ROM drive, and Windows never asks me to locate the drivers (the ADB USB drivers).

Note that I did put the phone in "USB debugging" mode.

Does anyone else own this phone? Run into similar issues? Is it a problem with my phone?
