OK, I'm not quite sure what you're asking here, but alcohol is definately illegal for under 18's

You do need Outlook 2000 (or XP) for the SPV - Outlook Express is just M$'s free e-mail client and doesn't store contacts (ok, it has address book, but that's a bit crap!) tasks or appointments. The full version of Outlook is the only software you can sync the SPV with at the moment I think. In theory if you don't want to sync your contacts, calendar etc then you shouldn't need Outlook, but when I tried to install just ActiveSync on my laptop it wouldn't work until I installed Outlook as well (very annoying as Outlook takes up ~100Mb and it's a fairly old laptop with a fairly full Hard Drive!).
