Which make/model phone gives 100% reliable tethering?

Bought a Pulse Mini in error as it won't properly tether for anything other than receiving Email. (Won't send) and drops out when trying to log on to websites.

So which is the best phone for this purpose (at the lowest price).

Tethering is the only feature I need! (Other than phone calls!)

Or should I wait until Froyo is released for the Mini and see what happens then?
