Installing official ROM = Changes language completely?

I'm just collecting all kind of information i need before actually buying TG10 (French) so that when i get hold on it, i can instantly change it's language and play with it :)

Ok so far what i found out is that i can install Official ROM (English) here:

2 Questions related to this.

1. How can i install the file i download through that website?

2. Will it actually change back all the French language into English? totally?
