SMS Validity Period

One of the most useful features of my old phones was the ability to change the length of time the phone/network would try to send an SMS before failing. This was particularly useful for messages only relevant within a short time-frame and would not make sense or be required after this, if the recipient had their phone off or were out of signal for example.

Is this a feature that can be written into phone software or is it network dependent, either way how can I achieve this on my Desire? Currently running r8 ROM.
