Where in android are the language/translation files?

Hi,

The title is maybe little strange but, android is lacking of Estonian language. In 2.2, 2.3 there are many new languages but missing Estonian.

But LG has i think 3 android phones with Estonian language included (GT540 1.6&2.1 and P500 2.2 and there was something more), so my questions are:

1. will it be possible to translate android ( like i take a custom rom and extract it and edit files ) and how hard work it will be?

2. will it be possible to take language related files from LG phones and copy them to other rom? What files have to be moved?

What do you think guys.... mission impossible?
