Is there any way to change the background colour of the notification bar from white to black?

Some ROMs (Cyanogen) may have different ones.

Android 2.3 Gingerbread is all black.

Yes there is. Search for v2 framework in this forum. That shows you how to change to things like this and provides a few different themes to do it.
