Advent Vega Mod

Please somebody help. I am trying to flash my advent to allow use of Market place on my Advent Vega. I have the download but am struggling with step one. I access my Caontrol panel but do not see Andorid Developers Bridge in my USB settings. The tablet is set to USB Debugging but this USB driver is not coming up.

What am I doing wrong, is there something else I need to do_
