Yes, they are public intentionally. A lot of new devices discovered by techblogs like engadget are actually found on the FCC database. Btw coincidentally I searched the FCC database for the Blade yesterday and linked the results in this post, when I tried to find out if there's a Blade version with support for American 3G frequency bands.

The files that I've downloaded really are pdf's even if that isn't what Firefox thinks they are!

Some quite good teardown photos ...

... and the "Venus" manual slips into calling the phone "San Francisco" 23 individual times. :) :D ;)

And in the external photos, the screen bezel has the "ZTE" moniker, but the rear (battery) cover has an Orange logo ... and the camera mega pixels designation scratched out!

this is great finding that means one thing: ZTE is preparing to "assault" USA with the world's most affordable 3.5" Android device (due to GSM 900 radio, probably over T-Mobile USA)

The current version of the Blade will never be sold in North America, as it lacks support for GSM850 and for all American 3G bands. Allthough it would work on T-Mobile USA's 2G network (GSM1900), they surely won't sell a smartphone, that is limited to narrow band and that is locked out from national roaming.

Like for nearly every phone ZTE has sought FCC-approval for the Blade in order people to be allowed to use it while roaming in the US. If ZTE ever builds a version with support for GSM850 and American 3G bands, they will have to go through the approval process again, as the radio tests are required to be performed for every single American frequency bands.

But seriously, I don't expect to get anything too soon, but I'll be delightfully surprised if I have a working Froyo on my Blade before 2011.
