I also read many people having problems so wish to know more It sits somewhere between the bootloader and Android. In the case of the vega, you can reboot into a menu which allows you to install a rom image from your sdcard or take a full systsm snapshot to your sdcard for later restore. Paul has stated that his later custom roms will be installef by this route avoiding problems with Windows. I dont understand the technical details but would like to. Im guessing that it hooks into fastboot somehow
