Voice actions on Stock San Fran? Shouldnt work

Hi guys

Just got a question about the google voice search app on the stock San Fran. The other day I was doing a quick voice search for a taxi company when instead of it searching, it come up as a dialog box asking if I wanted to call a contact from my phone book. I havent been able to recreate it since, but I've found that asking "Navigate to [location]" works and it opens your Google maps. So my question is do we actually have Google Voice Actions or not? I thought these functions were only able to run on Android 2.2? Not the stock San Fran that only has Android 2.1
