I have TFT San Francisco running Paul's alpha 3.

I took my Asda Mobile sim out of my old phone and put it in the the SF and the phone booted without needing to use the unlock code.

I had to sign in to Google again but that was all, making and receiving calls works.

How come I didn't have to use the unlock code?

I think Pauls Alpha 3 was based on a leaked Chinese development ROM so doesn't have a Sim Network check in place. If you were to move to a ROM based on a consumer release then you would be prompted for the unlock code

Yes, and if you move to ROM based on one from a different region it may be locked to an operator other than Orange.
